Position Summary

The Program Manager serves as the senior leader responsible for the end-to-end management of all contract logistics, warehousing, and facility support operations. This role ensures full compliance with the Performance Work Statement (PWS), directs a multi-disciplinary workforce, and acts as the primary liaison with Government leadership. The position requires a bachelor’s degree in a business-related field or an active PMP certification, as well as no less than ten years of progressive experience overseeing facility or logistics programs of similar scale and complexity. The Program Manager ensures operational excellence, safety compliance, personnel readiness, and timely execution of all contractual deliverables.

POSITION IS CONTINGENT UPON CONTRACT AWARD

Roles and Responsibilities

  • Provide strategic leadership for all logistics, warehousing, and facility support activities in alignment with contract requirements.
  • Serve as the single point of contact with Government representatives, delivering proactive communication, reporting, and issue resolution.
  • Develop and manage operational plans, schedules, manpower allocations, and performance metrics.
  • Oversee logistics projects involving material handling, distribution, inventory control, receiving, shipping, and warehouse optimization.
  • Implement quality assurance processes, audit readiness measures, and corrective action plans to ensure consistent contract compliance.
  • Direct safety programs ensuring full adherence to OSHA standards, Material Handling Equipment (MHE) protocols, and forklift regulations.
  • Provide oversight of training programs, personnel certifications, and workforce qualification tracking.
  • Conduct risk assessments and implement mitigation strategies for mission-critical operations.
  • Manage budgeting, resource allocation, subcontractor activities, and documentation required for contract deliverables.
  • Lead continuous improvement initiatives designed to modernize, streamline, and enhance logistics operations.

Requirements

Required KSAs

  • Demonstrated mastery of logistics, warehousing, and facility support operations.
  • Comprehensive knowledge of federal contracting compliance, reporting standards, and PWS execution.
  • Strong leadership, supervisory, and team development abilities.
  • Expertise in MHE operations, OSHA safety compliance, and forklift handling procedures.
  • Advanced written and verbal communication skills suitable for Government reporting and leadership briefings.
  • Ability to manage complex, multi-site logistics environments involving high operational tempo.
  • Proficiency in problem-solving, operational analysis, and strategic planning.
  • Bachelor’s Degree in Business Administration in Operation Management; Logistics and Supply Chain Management or Supply Chain Management Logistics with five (5) years of industry experience in overseeing facility/logistics management of at least one (1) project of similar complexity to the work.

Preferred KSAs

  • Experience supporting DoD, Joint Agencies, or similar large-scale Government logistics programs.
  • Familiarity with modern warehouse management systems (WMS) and digital inventory tracking tools.
  • Certifications in Six Sigma, Lean Logistics, or comparable process-improvement methodologies.
  • Demonstrated success implementing automation, safety enhancements, or warehouse modernization efforts.
  • Active Project Management Professional (PMP) certification with five (5) years of industry experience in overseeing facility/logistics management of at least one (1) project of similar complexity to the work stated in the PWS.
